Our organization has three distinct divisions that work in
tandem to provide our clients with the ability to rely on us for
interventions and services that capture the spectrum of their
needs. They are Organizational Development & Learning; Public
Policy Research and Development; and International.

The Organizational Development / Learning sector assists clients
in the areas of institutional assessment and reinforcement,
training and program evaluation. Key service areas include:

Training/Learning

Learning Needs Analysis - PGF's experienced designers and
trainers can help determine what learning events your employees
and managers need in order to grow with your organization. We
will work with your HR representatives to establish a learning
framework that will build commitment at all levels for a
lifelong learning process.

Design and Delivery of Training Programs - PGF can design
course content and group processes to encourage new attitudes,
develop new skills and acquire new knowledge. We will help you
to increase effectiveness and reduce costs by selecting
appropriate formats, such as workshops, independent study, or
distance learning.

Distance Learning and Multimedia Delivery - PGF can deliver
specific training events or facilitate initiatives to address

Organizational Development

Performance Feedback – PGF uses a performance feedback system
to assess:
- current effectiveness
- learning needs

Once your managers' and staff's strengths/weaknesses have been
identified, we help them improve via individualized coaching
sessions. Several of the associates are certified in
BenchmarksTM, a 360° feedback instrument that is useful in
evaluating performance and highlighting areas requiring further
skill development.

Strategic Planning - Predicting the future has become more
complex, if not impossible. This does not mean planning has
become obsolete. Quite the contrary. It means that organizations
must adopt a flexible strategic planning approach. PGF can

The Research and Development Sector assists their client
organizations through credible and rigorous studies by offering
key services that fall into the following categories.

Needs Assessment and Feasibility Studies - These research
initiatives assist clients in evaluating their needs and in
examining the feasibility of their projects. Through comparative
research, business and strategic planning and consultative
processes, PGF/GTA helps clients to respond to emerging needs
more effectively. These assignments often include financial
analysis, individual interviews and process facilitation.

Program and Project Evaluation - These assignments include
formative and summative evaluations of programs and projects.
Using quantitative and qualitative research methods -- including
file and administrative data review, surveys, stakeholders
interviews and focus groups.

Public Policy Analysis - These assignments involve rigorous
research and analysis of internal and public policies. Such
research supports policy reforms by helping clients identify key
policy issues, by reviewing relevant literature and documents to
inform a strategic analysis of policy options, and by providing
necessary background information on anticipated impacts of the
reform.

Socio-Economic Analysis - These assignments include studies of
the social impact of economic development policies and programs
as well as surveys of market trends.

Strategic Research – These assignments include thematic
research on specific issues of concern for the client and also
comprise action research which assists organizations in better
positioning themselves in relation to their members, to their
clients or to the policy development process. As a result,
strategic research helps clients clarify their mandate, come to
a consensus on future projects, examine stakeholders' opinions,
and ensure buy-in. These research projects often include
literature reviews, individual interviews, focus groups, and
process facilitation.

Community Capacity Building and Economic Development – These
initiatives actively involve clients, communities and
stakeholders in researching and designing interventions that
promote capacity building within local community organizations
and sustainable local economic development. Such research and
interventions are designed to support communities‘ strategic
positioning, the development of community organizations, the
development of communities' economic infrastructure and the
transfer of skills, and knowledge to community members.

The International Sector has developed working teams in
learning, research and international development. The combined
experience of our international team, which includes consulting
staff and associates, encompasses language skills in English,
French, Spanish, Arabic, German, Hebrew, Yiddish.
