Government of Canada's 2012 Aerospace ReviewIn 2012, the Aerospace Review was conducted to provide a complete, independent, fiscally neutral, and practical review of all aerospace policies and programs. The goal was to develop a federal policy framework to maximize the competitiveness of exporting and the resulting benefits to Canadians. Linda Wolstencroft participated in two of the six working groups: the Small Business and Supply Chain Development Working Group, and the Procurement Working Group. The expected outcome is to suggest practical recommendations to identified issues for the short, medium, and long term, and to better position the Canadian aerospace industry in the global marketplace.
Aerospace Industry Association of British Columbia Business Development
The Aerospace Industry Association of British Columbia (“AIABC”) aimed to develop its new strategy. Work included creating a Business Plan that detailed its current situation and future plans over the next two years in order to increase the association’s activities and revisit the value that it will provide to its stakeholders. The business plan has led to the development of three project plans for working with AIABC stakeholders in the development of the aerospace industry in BC.
International Machine Transport Proposal Development Training and Mentoring
International Machine Transport (“IMT”) has recently expanded their business and was successful in selling their specialty transport services to a new market segment. To supplement this success and meet the professional standards common to this industry, they required tutoring and mentoring to improve their skillsets and efficiency to produce quality proposals and sales presentations that were suitable for larger, more complex projects. Work involved developing a personalized and customized tutoring and mentorship program. The material worked on was a real proposal that was to be submitted to a US-based firm. The project resulted in the IMT team having an increased ability to develop winning proposals in addition to having a proposal template to work from for higher-tier clients.
C-130J Aircraft Third Line (Depot) Maintenance
The client competed against two other major aerospace firms with similar capabilities and was successful in obtaining a 20-year program valued at up to $500 million. Work included preparation of the proposal plan to produce a 3,000+ page proposal, guidance and advice on bid strategy, an active role in proposal management and direction, preparation of the financial and contractual responses, management of Industrial and Regional Benefits proposal, selection of other outside consultants and Subject Matter Experts, participation in all management reviews and participation in final negotiations.
C-130J Operational Training Systems Provider
The client was awarded a multi-million dollar contract to develop a C-130J Fuselage Trainer. Work included structuring of the proposal, advice on the proposal team organization, guidance and advice on bid strategy, an active role in proposal management and direction, management of the Industrial and Regional Benefits proposal and proposal writing.
C-130J Aircraft Maintenance Training Program
The client was awarded a multi-million dollar contract to develop C-130J Aircraft Maintenance Trainers. Work included structuring of the proposal, advice on the proposal team organization, guidance and advice on bid strategy, an active role in proposal management and direction, management of the Industrial and Regional Benefits proposal and proposal writing.
CC130 Aircraft Avionics OWSM (pending)
A long-term multi-million dollar program for support of avionics systems through to the aircraft out-service date, the Optimized Weapon System Management (OWSM) contractor will perform Program Management, Engineering Support, Materiel Support and Software Support services. The client is the lead contractor of a multi-company team. Work performed on the initial 7,000+ page bid included negotiation of the multi-company Teaming Agreement, proposal planning, organizational planning, proposal budgeting, development of capture strategy, proposal direction, selection of other outside consultants and SMEs, management of the Industrial and Regional Benefits proposal and participation in all multi-company management reviews.
Abbotsford International Airport Aerospace Business Development
The Abbotsford International Airport is pursuing a strategy to further develop its aerospace, aviation and cargo industry sectors. Work performed focused on the aerospace business development strategy. A review of the global, Canadian and local aerospace landscape was performed and business development targets were selected for pursuit.

The client developed a new company strategy for growth of its specialty software products into new market areas. Work performed was providing advice and guidance on formulating the company strategy, and assisting with business development planning. As a result of the new strategy, the company has been awarded new business and the company’s focus has been renewed.
Manufacturing Execution Systems Business Development
The client has legacy Manufacturing Execution Systems (MES) in place with several premier defence firms in North America, however new business sales had been lagging for several years. The client is now re-energizing its sales focus in this sector and is achieving success. Work included providing advice on defence industry targets, introductions, and guidance leading to the award of a Government of Canada contract.
GE T700 Engine R&O
Successfully negotiated a long-term license agreement to perform international Repair and Overhaul (R&O) work on GE T700 helicopter, engines covering several countries.

CP140 Aircraft Avionics Systems Support Contract
The value of this long-term contract will approach close to $1 billion over the service life of the CP140 aircraft. This competitive award was based upon comprehensive technical qualifications. As the company Business Development lead, with a competitive landscape that included major avionics providers and the aircraft Original Equipment Manufacturer, the win strategy focused on proven in-depth knowledge and experience.
CF-18 Hornet Avionics Upgrade: Embedded GPS/INS
The CF-18 Hornet Avionics Upgrade required the latest-generation Embedded GPS/INS unit. Work performed in this project was as the company Business Development lead. The Embedded GPS/INS unit provides additional functionality to the navigation system. As well, reliability was improved. Integration with the modernized avionics suite allows additional mission capabilities.
P-3 Aircraft Generator R&O
A five-year contract was a new competitive award for the company, on a new aircraft fleet.
H-3 Helicopter Dynamic Components R&O (5 contracts)
A series of long-term contracts, valued at $25 million per year, was competitively awarded pursuant to closure of a military organic facility.
Flight Simulator Maintenance Program
Seven bidders aggressively sought this privatization project. Innovative approaches & a comprehensive proposal resulted in the multi-million dollar, long-term contract award. A variety of flight simulators and maintenance trainers were included, ranging from desktop computer based trainers, to mechanical maintenance trainers, to full-motion Level D flight simulators, to fighter aircraft simulators and complex mission system trainers.
Aircraft Maintenance Support Services Program
Unseating the incumbent who had held the program for several years required close attention to staffing, management and technical competencies.
