In 1998, there was a restructuring of N.D. Lea Holding Co. Ltd.,
which led to the formation of Lea Group Holdings Inc., which
acquired the following assets:
- N.D. Lea International Ltd.
- Lea International Ltd.
- DS-Lea Associates Ltd.(now Lea Consulting Ltd.)
- Lea Associates South Asia Pvt. Ltd.

Lea Group Holdings Inc. (LGHI) and its associated companies are
owned and managed by former shareholders of N.D. Lea Holding co.
Ltd. During 1998, LGHI elected to pursue future international
projects as LEA INTERNATIONAL LTD. Norman Lea, the founding
partner of N.D. Lea International Ltd. is an advisor to the Board
of LGHI.

The current firm has its roots in two Canadian consulting firms,
which were initially formed in Ontario (est. 1953) and in British
Columbia (est. 1962). LEA has provided international consulting
services for over 30 years, primarily in the transport and urban
development sectors — road, rail, aviation, public transport,
transport economics and planning. LEA has worked in over 40
countries during this period.

LEA draws regularly upon the resources and experience of Lea
Consulting Ltd., the domestic arm of LGHI, based in Toronto. As
part of our commitment to the development of engineering and
planning in developing countries, Lea International Ltd. is the
owner of Lea Associates South Asia Pvt. (LASA), a wholly owned
subsidiary incorporated in India and based in New Delhi, with 400
employees. As a result, Lea International Ltd., together with
its affiliated companies, has the largest Canadian presence in
the transport sector in the Asia/Pacific region.

Established a complete Pavement Managment System for four
States in India. Data was collected using a highly
automated ARAN van, entered into a custom built road
database and analysed using HDM3 models. A custom built
design estimates module was also provided.


Proj: Thailand Central Roadway Database Project
Country: Thailand
Contribution:
Established a prototype multi-user central roadway database
and maintenance planning system using HDM3 models and
custom written software. Also collected data in one test
area, and developed custom data entry sub-systems to allow
seemless integration of collected data.
