The objective of this report is to develop indicators that permit the quantitative and qualitative measuring of the financial product and service industry evolution and its effects on the consumer. The researchers suggest that an evaluation of the Canadian financial services system should be based on the relationship between the low to mid-range earning consumer and the services offered via the financial system. This report makes four recommendations: 1) create a probe based on a telephone and regular mail poll and the collection of financial institution data, 2) use a standard for defining low to mid-range earners, 3) analyse data according to the proposed indicators, and 4) re-evaluate the same consumers after three years.
