As a producer and contributor of ebooks to Project Gutenberg Canada, I support Dr. Akrigg's submission at http://www.ic.gc.ca/eic/site/008.nsf/eng/01390.html
I would especially encourage the adoption of his "Safe Harbour" recommendation. I have a number of old books about Canada, written by Canadians, but can find no author life dates for many of them. This lack of information, along with the lack of a mechanism to get such books into the Canadian public domain in the absence of such information, serves only to prevent the production and dissemination of these books in electronic form, thus depriving Canadians of a portion of their literary and historic heritage.
