To encourage innovation and creativity, I believe several changes could be made. If innovation and creativity are really the goal, the changes I would expect to see would reduce the ability of industrial rights holders to rely on their back-catalog at the expense of new creations.
I'd expect works to fall into the public domain quicker.
I'd expect increasing protection for consumers of works to use their purchases however, wherever and whenever they choose.
I'd expect derivative works to be allowed and encouraged.
I'd expect that end-user-licencing-agreements would not be allowed to interfere with consumer rights by assigning post-purchase control to the rights holder.

Illegal copying is not the reason why record sales are down. However, this issue has to be addressed. I suggest the following solution:
(A) There be heavy fines and jail terms for those who are found to be:
In possession of illegally acquired copyrighted material for the purpose of trafficking.
(B) Anyone who knowingly acquires illegally acquired copyrighted material that was made available for the purpose of trafficking is also subject to a heavy fine.
This covers movies, books, recordings, art and software.
No endorsement and support of DRM measures is necessary.

I need some clarification on what you've said.
I found your two statements a little confusing to read, would the following points be in-line with what you intended? I really don't want to put words into your mouth, but this is how I understood them:
(A) "Anyone in possession of copyrighted material for the purpose of trafficking"
(B) "Anyone who knowingly acquires copyrighted material from illegal trafficking"
There is also a number of things left out by that statement, which I am not sure if it was intentional or not.
You state that there should be heavy fines/jail terms for those who are "In possession of illegally acquired copyrighted material for the purpose of trafficking." So those people who obtain materials that were never in the "trafficking " system would not be subject to the fine?

Je crois qu'il faudrait que les diffuseurs paient des redevances. Combien de films et d'albums passent par Internet? On pouvait lire il y a quelques mois que la GRC fermait le dossier du piratage de chansons. Pour les artistes, c'est une véritable catastrophe. Mais bon, ce n'est pas du pétrole, et Harper se contrefout de l'éducation et des arts, alors à quoi bon?

Je suis en accord avec ce commentaire. Par contre, je ne crois pas que Harper se contrefout de l'éducation et des arts; il en est l'ennemi juré. Il sait que c'est par les arts et l'éducation qu'on devient conscient. Conscient de la manipulation, du système politique sclérosé qui s'éloigne de plus en plus du modèle démocratique. Il préfère un troupeau docile aux gens cultivés et éclairés.

Je suis tout à fait d'accord avec vous, c'est exactement de cette manière que les sociétés de droite font pour exercer un contrà´le des masses. J'ai simplement usé d'un peu de retenue afin d'éviter de tomber dans les règlements de compte… De toutes manière, on sait bien que les arts sont la conscience d'une société, et que les sociétés de droite doivent les faire taire pour pouvoir agir …en toute bonne conscience!
Copyright law has always responded, albeit usually belatedly, to changes in technology and social attitudes to authors and publishers. To expect that this will somehow be staunched in the future by making copyright impervious to these changes by making it "stand the test of time" is alarmingly naive and short-sighted.
