How do Canada's copyright laws affect you? How should existing laws be modernized?

I work as a licensed musician in the Toronto Transsit System busker program. The TTC pays a fee to SOCAN for each of the 25 designated spots that we can work at ($23,000 annually!). When we musicians ask for more spots to work at, the Special Events staff at the TTC say it is not in their budget. They pay the fee based on Copyright Tariff 10a, which seems to be set up for short duration community festivals.

I my opinion they are stretching or misinterpreting the intent of this tariff. I would like to see a new tariff provision that allows transit authorities that run a busker program on their property to pay a blanket fee and be allowed to designate buskers spots (locations) as they see fit, without per location fee.
