If people invest in the young people, like people in school… than there would be more innovation especially coming fresh out of high school! Investing more in the youth of today and tomorrow will drastically change and expand our innovation capacity.

The CAP youth program was a good model for doing this. It even involves inter–departmental co–operation, something we should be able to count on rather than dream of and label unlikely names like "horizontality".

Working across generations is harder than you suggest. It is not trivial to get Gen Xrs with value on transparency and collaboration on the same page with those who have spent years in locked silos earning their place at the top of the hierarchy.
It will not be enough for government to spend on training. Organizations are going to have to come to the table with an openness to change.
