IRAP is a proven means for growing existing and new ICT businesses. In general, IRAP has a track record of success in supporting innovation and tech business growth.
My suggestion is the the government put more energy and resources behind IRAP rather then create new programs and overheads.
As an example of IRAP projects deserving of increased support and resources is the Small Project Accelerated Review Process (ARP). This program was introduced in 2009 has made a significant impact on the launch of new ICT businesses.
To help grow the ICT industry — don't invent new programs, projects and overheads — support proven organizations such as IRAP and associated programs with a track record of success.

And open up IRAP funding to help with the critical initial marketing phase.
IRAP attracts many engineer run companies that desperately need the help of experienced marketing minded individuals.
Engineers know how to create; however, often don't have the social skills and grey–level ethics required to sell.
Allow IRAP funds to cover a marketing employee salary.
