One of the best government programs to stimulate the creation of new digital ideas is the "Intellectual Property Development Fund" recently started by the Ontario Media Development Corporation.

This fund reimburses money spent by companies to develop film,TV, multimedia, etc projects. This is only a pilot project so I sincerely hope it is extended.

But what a great way to stimulate innovation — give small and medium sized companies grants to help them pay for the development of new products.

I hope you will seriously look into this suggestion as this is a concrete example of a solution that works.
