The Canadian Tourism Human Resource Council is made up of representatives of businesses, national associations, provincial educational councils and tourism authorities. The Council works with the provinces and territories to help businesses improve the quality of the Canadian tourism industry’s labour force—through training and certification, for example.

Human Resources and Skills Development Canada promotes skills development and labour market participation and inclusiveness, ensures labour market efficiency and provides funding to the Canadian Tourism Human Resource Council. To fill skills and labour shortages, the department works with Citizenship and Immigration Canada to conduct labour market opinion surveys and manages the Temporary Foreign Worker Program.
