Using the Eligibility Mapping Tool
The tool is located within the Universal Broadband Fund (UBF) Applicant Portal.
Access the portal from this page: https://www.ic.gc.ca/app/scr/sittibc/web.
Select the tool from the menu or from the buttons area.
Eligibility Mapping Tool Start Page
The tool uses a 5-step wizard interface to guide you through the process. You can:
upload your existing maps for overlay (step 2) or draw directly on the map (step 4).

The Area Information tab shows you what Internet Service Providers are present in the vicinity when you click on a location in the map.
The Layer Selector tab lets you activate overlays that convey broadband information visually on the map.
Use these layers to help you prepare projects in eligible areas.
Shows you information to the road level (250m granularity).
Shows you information in 25km2 aggregated areas to provide visual cues of service levels on a national scale.
Provides additional supporting layers.
Layer Control: Population Centres
Ensure your project targets rural areas.
Select the medium and large population centres to identify ineligible urban areas.
Layer Control: Program Supported Areas
Ensure your project does not overlap other program initiatives.
Select various layers of Government supported initiatives.
Publicly or privately funded projects are being developed in the blue, red and purple hexagons, and could soon be served by 50/10 mbps speeds, which would make them ineligible under the UBF.
Layer Control: Rural Road Coverage
Zoom in to activate the broadband speeds per ~250m road segment.
Select display these technologies.
Current available services will show currently available speeds.
Activate the second checkbox to see the impact on an ongoing project.
Areas in green are not eligible under the UBF program as they already have or will have 50/10 Mbps services.
Layer Control: Mobile Eligibility
Use the Mobile Eligibility layers to locate eligible highways.
Activate the areas with eligible roads layer.
Zoom in on the rural road coverage.
Activate the mobile eligibility layer to highlight eligible road segments.
Layer Control: Satellite Dependent Communities
Use the Other Supporting Layers to locate and activate the Satellite dependent communities layer.
Layer Control: Indigenous and Federal Lands
Use the other supporting layers to highlight aboriginal lands of Canada and federally protected and conserved areas.
If your project takes place in these areas, you may be required to comply with Indigenous consultation or environmental impact requirements.
Layer Control: National Broadband View
To obtain a high level view 50/10 Mbps broadband connectivity in Canada, use the Aggregated Presentation section and select the 50/10 Mbps areas.
Area Information
The area information tab provides information about:
Existing Internet service providers in an area
Current Connect to Innovate (CTI) and Connecting Canadians (CCP) projects
These are the other available services. Use the Area Information in conjunction with the Layer Selector to see the impact of the project.

The government supported services checkbox will activate the speeds that will soon be available through public funding already granted.
Search by Address
Find a location by entering its address in the search bar.
Drawing Space
Use the map as a canvas to:
Draw your project coverage using the toolbox.
Load your existing coverage and overlay on the map.

Always select the tool (green highlight) before performing the action.
Use the hand to move the map or to move points (when in edit mode).
Use the lock to lock and unlock editing on a shape.
Use the pen to draw an enclosed shape.
Use the garbage bin to delete a shape on selection.
Drawing Space: Getting ready
Navigate to your project area.
Zoom-in and select "Display Colours by Technology:" (to be able to speed per road).
Select "Wireline and Wireless" technology (to see all broadband technologies combined).
Select all representations (to see ongoing projects impacts).
Drawing your Project Coverage
Click on the pen. Your cursor will now act as a pen.
Just like in Paint, draw the limits of your project directly on the map.
As this is a basic drawing tool, aim at drawing a region, not road by road.
You will want to avoid any areas that show roads in green. Those roads already have access to 50/10 Mbps services.
You must draw an enclosed shape. The moment you release the mouse, the shape will close itself.
When your shape is completed, its inner region is highlighted (coverage).
The shape's contour is shown in edit mode (multiple contiguous dots).
You will also notice that a question mark will show up in red.

For your project, you must specify for each shape:
what are the maximum download and upload speeds that subscribers will be able to achieve?
what technology is used for last mile distribution?
what technology is used for the backbone connection?
If those parameters are the same for all shapes in your project, select the default checkbox.
Save your changes. The question mark will be replaced by a green check mark.
Review and download
When you're done with editing your project coverage, click on the review & download button to go to the next step.
You can now download your coverage in KMZ file format and save it locally.
You will then be able to add the file to your application package which is located in your UBF portal.
Receiving statistics results via email
Once you download your coverage file (by clicking the download KMZ file button), the eligibility mapping tool will produce an overbuild and coverage analysis.
The results will be sent to the email address you have previously submitted in the portal.
Paste the information you received in the email in tab 1 of template 1.
