Final Evaluation of the Community Access Program

1.0 Introduction

This report presents the results of the second evaluation of the Community Access Program (CAP). The first evaluation was completed on January 16^th, 2004. The focus of this evaluation was to assess continued need, relevance, success and cost-effectiveness of the program. The current evaluation was undertaken in consultation with a Steering Committee and managed by the Audit and Evaluation Branch of Industry Canada. This report is organized into four sections: Section 2 provides the general background of the program; Section 3 presents the approach and methodology followed to conduct the evaluation; Section 4 presents the findings by evaluation issue; and Section 5 summarizes the key findings.
