General Information

Industry Canada Standard RSS-Gen requires organizations that perform measurements on an Open Area Test Site (OATS) or an alternative test site to submit details of the site to the Certification & Engineering Bureau before the measurement results will be accepted for product certification purposes.

The site registration filing shall contain measurements made within the last year. A site attenuation worksheet as per Table A.1 of ANSI C63.4-2003 or Table D.5 of ANSI C63.4-2009 shall be submitted for each measurement geometry. (i.e. Tabular results sufficient to determine NSA by manual calculation are required to be submitted). The NSA shall be reported at the frequencies listed in ANSI C63.4-2003, Tables 1, 2 or 3 or ANSI C63.4-2009, Tables D.1, D.2 or D.3. If ANSI C63.4-2009 is used, test site suitability above 1GHz as per section 5.5 must also be demonstrated in the report.

Volumetric measurements shall include a defendable rationale if the number of measurements is reduced.

Any deviations from ANSI C63.4-2003 or ANSI C63.4-2009, in terms of geometry or procedure must be accompanied by a technical explanation based on the applicable standard. The submission shall not be a blend of different standards. The Department may require additional measurements or information to be submitted upon request. Once a site has been successfully registered, a unique identification number will be issued to your organization. There is no fee or form to complete for a site registration filing.
