Can we not learn from the mistakes of our neighbours?Copyright is not a monopoly granted for eternity. Copyright must not impair "fair use". Copyright should not treat research as criminal activity.
If I legitimately discover a bug allowing access to a product owned by another entity under copyright, I will no longer be able to publish my results to prevent abuse within the larger community.
As a software developper and consultant, companies rely on my advise and professional services. A growing concern has been security, now I will be unable to expand my business in that direction.
Quit pandering to the interests of big corporations.
Under your new guidelines, I could state that:
"This message is copyright by Jason Kaczor, encrypted in ASCII format, circumention of this ASCII encoding or any unauthorized usage is subject to financial penalties and damages"
Of course, I wouldn't want to do that just yet.
By outlawing reverse engineering and security/encryption research, you will simply make the systems easier to breach. As has been proven time and again over the last 2000 years (roman cipher), secret security methods will not stand up to prolonged attack.
