it is wrong to restrict free speech to protect copyright.
that's all DMCA does - unconsititionally restrict expression in favor of a perceived, not real threat, to copyright holders. copyright isn't even a real property right - it's just a mechanism to promote publishing, like patents.
I'm American, so yes, I can say what my country is doing with DMCA is just plain wrong. I'm also a Canadian resident, married to a Canadian, and intend to eventually apply for citizenship in this wonderful country. CPCDI is a horrible copycat proposal, and Canada and Canadians will be damaged if you persist with it.
