To Industry Canada, the Department of Canada the Intellectual Property Policy Directorate and other concerned agencies:

I am writing to voice my strong opposition over the intellectual property provisions of the Consultation Paper on Digital Copyright Issues (CPDCI).

If these measures are intended to mirror the Digital Millennium Copyright Act (DMCA) in the United States, then I am gravely concerned that this is a threat to freedom of speech. I have been following with interest the entire situation concerning the legal challenges of Dmitry Sklyarov, and news on the various legal challenges that are before the courts. Scientists are avoiding the United States in fear that their work will land them in jail, even though their pursuits geared toward improving encryption.

The provisions in the CPDCI are flawed in the same ways as the DMCA, and serve only to protect the interests of large copyright interests - a veiled attempt to use litigation where they have failed to come up with a technology solution.

It is an affront to the principles of free speech, and will stifle important scientific work in the field of decryption. If they are to become law, they will likely face the same legal challenges under the Canadian Charter of Rights and Freedoms, and the UN Universal Declaration of Human Rights.

I urge you to remove these controversial provisions from the CPDCI.
