The Departments of Industry and Canadian Heritage wish to advise interested parties of the November 15, 2003 publication in Part I of the Canada Gazette of proposed amendments to the Local Signal and Distant Signal Regulations (SOR 89-254) (the Regulations) made pursuant to the Copyright Act. These proposed amendments are of direct interest to broadcast distribution undertakings that retransmit over-the-air television or radio signals.

The proposed amendments to the Regulations reflect the draft provided to you in July 2003. Their publication in Part I of the Canada Gazette follows stakeholder consultations which were held in the fall of 2002 and the summer of 2003.

Stakeholders are invited to provide comments until December 1, 2003.

Once comments have been received and taken into account, the proposed Regulations could proceed to publication in Part II of the Canada Gazette. Part II publication would give the regulatory amendments the force of law, as of the day specified in the amendments.
