Digital identities are used online as a way to identify a particular user and to provide access to Internet services and applications offered by business and government. While many aspects of the online environment have been improved through public policy and technological developments, assurances of digital identity and managing those identities online in a privacy-respecting, secure and user-friendly manner remains a challenge. Providing assurances about digital identity is key to ensuring trust and confidence online and to foster a well-functioning, fair and competitive marketplace. It is a complex public policy issue at the crossroads of information security, privacy and trust.

The Electronic Commerce Branch recognizes that policies aimed at protecting and managing digital identities online will be an important part of its ongoing work to strengthen trust and confidence in the online marketplace. Industry Canada has prepared a working document on identity management to facilitate ideas, discussion and collaboration with business.
