Emergency Telecommunications

Quebec Regional Emergency Telecommunications Committee (RETC)

Effective emergency management means knowing the contacts that are important to you and your organization when disaster response and recovery takes place. The RETC has been established to foster the exchange of information and the discussion of telecommunications issues among federal agencies, provincial government (including Ministries and communities) and the telecommunications industry. Objectives include emergency mitigation as well as ensuring the availability and operational readiness of telecommunications services during regional or national emergencies.

The Quebec Regional Emergency Telecommunications Committee normally meets twice each year.

Mandate

Regional Emergency telecommunications Committees (RETC) have been instituted by Industry Canada, Spectrum Management, to meet the requirements of section 7 of the Emergency Preparedness Act. The RETC is recognized as a very important way in disseminating emergency telecommunication information as well as in the evaluation of the risks applicable to the telecommunications systems, the elaboration of plans and when necessities, to establish the possibilities of assist the provinces in emergency telecommunications plans. In addition to strengthening support of emergency telecom initiatives, this committee will allow networking between various federals Departments Provincial authorities and industry representatives who are emergency telecommunication stakeholders.

Composition

The RETC consists of federal and provincial users as well as representatives of the suppliers offering of services of telecommunications in emergency situation.

On the other hand, an organization which does not meet the established criteria, could obtain a status of member to add a complement to the committee.

Meetings

The Committee meets twice a year and meetings can last as long as 2 days.

Where warrantable, working-groups are formed to study specific telecommunications problems that would be impractical to discuss in the plenary because of their complexity and the specialized personnel required.

When the working group’s recommendations are ratified by the RETC, they are distributed in the most suitable way.
