Using data from the 2005 and 2008 Statistics Canada Survey of Regulatory Compliance Costs, this paper examines several aspects of the burden red tape creates for businesses and sheds new light on elements such as paperwork time burden, productivity drag, total and average compliance costs, and paperwork simplification.
