Canadian Statistics Advisory Council: Biographies

The Canadian Statistics Advisory Council advises the Chief Statistician and the Minister of Innovation, Science and Economic Development on matters concerning the overall quality of the national statistical system, including the relevance, accuracy, accessibility and timeliness of its data.

The Council will publish an annual report on a wide range of issues relevant to the national statistical system, including emerging issues, challenges and suggestions on how to overcome them.

Council members will play an important role in helping modernize Statistics Canada in a transparent manner to ensure it continues to meet the needs of Canadians for high-quality, timely and relevant statistics.

The Council aligns with Canada’s Digital Charter, which states that the Government will ensure the ethical use of data to create value, promote openness and improve the lives of people.

Chairperson

Dr. Teresa Scassa

Dr. Teresa Scassa is the Canada Research Chair in Information Law and Policy at the University of Ottawa, Faculty of Law. She is the author of several books, including Canadian Trademark Law (2nd ed., LexisNexis Canada, 2015) and Electronic Commerce and Internet Law in Canada (2nd ed., CCH Canadian Ltd., 2012), winner of the 2013 Walter Owen Book Prize. She is a member of the Geothink research partnership and has been a member of the External Advisory Committee of the Office of the Privacy Commissioner of Canada and of the Government of Canada’s Advisory Panel on Open Government. She has written widely in the areas of intellectual property law, law and technology, and privacy.

Gurmeet Ahluwalia

Mr. Gurmeet Ahluwalia is Managing Partner at StratExLead. He previously worked in the finance sector, having various roles at Scotiabank and Citigroup in digital banking and Canadian and global operations. He has an MBA from Northwestern University.

David Chaundy

Mr. David Chaundy is the President and CEO of the Atlantic Provinces Economic Council, for which he served in various other roles for nearly 20 years. He has also served as member on the National Stakeholder Advisory Panel for the Labour Market Information Council, National Director of the Canadian Association of Business Economics, and President of the Atlantic Association of Applied Economists.

Annette Hester

Mrs. Annette Hester heads TheHesterView, where she brings together leading experts in data innovation. She is under contract with the National Energy Board to lead the Data Visualization Initiative and previously served as project coordinator for the Inter-American Development Bank. From 2012–2015, she served as a senior policy advisor for the Alberta government. She has also been a consultant to governments and high-level companies, particularly in developing international market strategies for oil, gas and energy.

Jan Kestle

Ms. Jan Kestle is the President and CEO of Environics Analytics. Prior to founding EA in 2003, she was president of Compusearch and spent 19 years at the Ontario Statistical Centre. Active in the marketing community, she is a member of the National Statistics Council, the Board of Directors of the Canadian Marketing Association and the Advisory Board of Ryerson University School of Geography.

Céline Le Bourdais

Ms. Céline Le Bourdais is Distinguished James McGill Professor of Sociology at McGill University (currently on leave from her position). Before joining McGill in 2004, she was a professor at the Institut national de la recherche scientifique (INRS). From 2000 to 2010, she was the founding academic director of the Quebec Inter-University Centre for Social Statistics (QICSS), the Quebec arm of the Canadian Research Data Centre Network. She is the current academic director of the McGill QICSS branch. She was also a founding member of the Centre on Population Dynamics (CPD) at McGill and the Sociology Department Chair between 2013 and 2018.

Gail Mc Donald

Mrs. Gail Mc Donald is the Akwesasne Heritage Complex project developer with the Saint Regis Mohawk Tribe. She was previously the Executive Director of the First Nations Information Governance Centre and an independent consultant for the Assembly of First Nations. She has also worked in various health consulting roles since the late 1980s.

Dr. Howard Ramos

Dr. Howard Ramos is the Associate Dean Research for the Faculty of Arts and Social Sciences at Dalhousie University. He is a member of Universities Canada’s Equity, Diversity and Inclusion Advisory Group and a member of SSHRC Leaders. He was the President of the Canadian Sociological Association in 2016.

Dr. Michael C. Wolfson

Dr. Michael C. Wolfson is a health consultant whose clients include the Canadian Partnership Against Cancer, Environics Research and Cancer Care Ontario. From 2010–2017, he was a professor and the Tier 1 Canada Research Chair in Population Health at the University of Ottawa. He has also spent over 30 years in the federal public service, having approximately two decades of experience with Statistics Canada.
