Comptrollership and Administration Sector (CAS)

The Comptrollership and Administration Sector (CAS) is responsible for:

  • providing stewardship over resources and programs, grants and contributions, infrastructure investments, real property, and investments;
  • overseeing the Department's investment management, accounting operations, real estate, asset management, security, corporate planning and accountability reporting regimes;
  • placing financial management, resource management, planning, and capital assets planning and procurement on an enterprise basis; and
  • providing strategic advice on financial risks, opportunities and impacts, investments, risk management, stewardship, and the affordability and integrity of program proposals.

CAS comprises the following four branches:


Resource Planning and Investments Branch

The Resource Planning and Investments Branch comprises the Resource Management Directorate, the Programs and Services Directorate, and the Loan Insurance and Recoveries Directorate.

The Resource Management Directorate is a source of advice on the resource implications of project and program proposals, and it provides financial management advice with respect to planning, programming and budgeting decisions. It consolidates the departmental Annual Reference Level Update, Main Estimates and Supplementary Estimates; controls budgets and is responsible for internal financial reporting; and coordinates the Treasury Board submissions for Industry Canada and its Portfolio partners.

The Programs and Services Directorate is responsible for providing advice, guidance and program expertise to assist Industry Canada responsibility centres in the design of new or amended programs or services, to support the Programs and Services Board in carrying out its mandate, and to ensure departmental compliance with all governmental and departmental program-related regulations and policies. It also acts as a focal point for the environmental assessment function throughout the Department and is responsible for ensuring departmental compliance with the Canadian Environmental Assessment Act.

The Loan Insurance and Recoveries Directorate is responsible for administrating and monitoring both active defaulted accounts and insolvent accounts under departmental programs. It also acts as the departmental centre of expertise on insolvency issues and referrals for accounts experiencing business difficulties.

Financial Operations and Systems Branch

The Financial Operations and Systems (FOS) Branch provides support, advice, guidance and services relating to general and public accounting and expenditures management; payment services and support for grants and contributions, operation and maintenance, travel, hospitality, membership and conference sponsorship; and services related to reconciliation, signing authorities, pay cheque distribution and public accounts. The FOS Branch is also responsible for external reporting (e.g., public accounts and departmental financial statements).

The FOS Branch also provides project management support for departmental financial systems and for projects led by the sector, in addition to user support for Industry Canada's grants and contributions systems (Contribution Management Information System CMIS, Grants and Contribution Reporting System GCRS), for the Receiver General Interface (RGI) and for updates to the vendor and customer tables in the Integrated Financial Management System.

The FOS Branch oversees the development of departmental financial policies, serving as the Department's Policy Renewal Coordinator; ensuring that departmental policies, procedures and processes are harmonized with the Office of the Comptroller General's planned review and reformation of Treasury Board's suite of policies; and promoting and advancing sound financial accounting practices throughout the Department.

Procurement, Stewardship and Security Branch

The Procurement, Stewardship and Security (PSS) Branch is responsible for ensuring that strong stewardship is applied across Industry Canada to a wide range of services, including procurement, asset and materiel management; real property and asset management; and security services.

The PSS Branch manages a procurement and materiel management framework in policy and procedures, training and monitoring the acquisition of goods and services, photocopying, warehousing, stocked stores and shipping/receiving at Industry Canada headquarters. It also provides functional guidance to the regions, sectors and semi-autonomous organizations in these areas. The PSS Branch provides a contracting advisory service to the departmental Programs and Services Board.

In its real property portfolio, the PSS Branch is responsible for a management framework covering accommodation management, the provision of a quality working environment as well as support functions including design, construction, operations, parking, boardroom services, office relocation and environmental stewardship. It develops and implements occupational health and safety programs across the Department and provides guidance and advice for real property custodian responsibilities and activities.

The Industry Canada security services framework is also provided by the PSS Branch. This includes the formulation and monitoring of procedures, as well as the provision of appropriate physical security measures for the Department. The Security Services Directorate also provides Industry Canada with communications security and business continuity planning both at headquarters and in regional and district locations.

Corporate Planning and Governance Branch

The Corporate Planning and Governance (CPG) Branch is responsible for providing leadership for and coordination of Industry Canada's planning, performance measurement, risk management, management accountability and Parliamentary reporting responsibilities. In meeting these responsibilities, the CPG Branch's key activities include:

  • Leading Industry Canada's implementation of Treasury Board Secretariat's (TBS') Management, Resources and Results Structure Policy, which includes the development and maintenance of departmental strategic outcomes, Program Activity Architecture, Performance Measurement Framework and governance structure;
  • Leading the departmental integrated business planning process and coordinating the preparation and production of Industry Canada's annual business plan;
  • Coordinating the preparation and production of Industry Canada's Parliamentary reporting documents, including the Report on Plans and Priorities and the Departmental Performance Report;
  • Coordinating Parliamentary reporting for Industry Portfolio partners;
  • Coordinating Industry Canada's response to TBS' annual Management Accountability Framework assessment and ensuring that plans are in place to respond to assessment results; and
  • Leading Industry Canada's implementation of TBS' Integrated Risk Management Framework, including the development and maintenance of the Department's Integrated Risk Management Framework and Corporate Risk Profile.
