On July 17, 1998, Industry Canada and the Department of Canadian Heritage made available over the Internet the reports of two independent legal consultants on what amendments would be required to Canada's Copyright Act in order to bring it into conformity with the WIPO Copyright Treaty (WCT) and the WIPO Performances and Phonograms Treaty (WPPT.) At the time of posting the reports on federal government Web sites, we called on interested parties to provide their comments by September 15, 1998.

A number of participants in the consultation process have expressed interest in reading the comments provided by others and have asked whether we would publish them or otherwise share them among the various participants. However, in our "Call for Comments", we did not address the question of the publication or sharing of the comments.

We have since written to the participants to ask whether they would consent to disclose on our respective Web sites, the fact that a submission was made along with the name of a contact for more information or for sharing on a reciprocal basis. All participants who have provided submissions to us have consented to such disclosure, as follows:
