1.0 Scope
This bulletin applies to all contractors who have undertaken to supply electricity or gas to any purchaser.
2.0 Purpose
This bulletin provides a clarification of the contractor's obligations under section 19 of the Electricity and Gas Inspection Act regarding the provision of electricity or gas, test equipment, and facilities for making tests of electricity or gas and of any of the meters and other apparatus related to the supply of electricity or gas.
3.0 Background
Electricity or gas contractors are obligated under the Act to provide electricity or gas, test equipment, and facilities to Measurement Canada for the purpose of making tests of electricity or gas and of any of the meters and other apparatus related to the supply of electricity or gas. However, contractors are sometimes reluctant to provide the necessary computer software or other equipment as the high-tech industry is particularly vulnerable to product piracy. Consequently, Measurement Canada staff have had difficulty obtaining computer software or other equipment required to inspect meters and other apparatus.
Measurement Canada recognizes this concern and ensures that all computer software and/or equipment received for the purpose of inspection is protected.
4.0 Responsibilities
4.1 Contractor
Pursuant to section 19 of the Act, an electricity or gas contractor is responsible for providing Measurement Canada with the electricity, equipment, and all reasonable facilities required for the purpose of inspecting meters and other apparatus, free of charge.
4.2 Measurement Canada
Pursuant to the Access to Information Act, Measurement Canada is responsible for complying with the provisions regarding the disclosure of any information that could be prejudicial to the owner of that information.
5.0 Equipment Required for Meter Inspection and Testing
Measurement Canada requires that all inspection equipment and facilities required to conduct inspection and testing pursuant to the Act Footnote 1 be provided free of charge by the electricity or gas contractor. The equipment and facilities required for meter inspection and testing includes any operating, communication, and monitoring software, connection cables, technical manuals and support, and any other measuring apparatus or equipment as required.
6.0 Revision
The purpose of revision 1 (2007-10-01) was to:
- remove references to revoked Bulletin Gen-11
- issue Bulletin under the President's signature
