1. Section 19.1 of Ministerial Specification SGM-1 and section 11 of SGM-3 state that an automatic weighing device shall withstand vertical forces to 300 percent of rated capacity without permanent degradation.

2. It has been determined that the 300 percent overload test is of limited value and that it has little impact on the outcome of the approval evaluation. Consequently, the removal of this test would not diminish the effectiveness of the approval inspection.

3. Presently, Canada is the only country to incorporate this test in its approval evaluation of weighing devices.

4. The Specifications Relating to Non-Automatic Weighing Devices do not incorporate the 300 percent overload requirement. Since January 1, 1995 (prior to the adoption of these specifications) an exemption from this requirement has been set out in Notices of Approval.

5. In light of the above, and in an effort to ensure uniformity amongst Canadian specifications, as well as harmonization with internationally recognized requirements, the 300 percent overload test will not be performed on automatic weighing devices (effective since January1,1995).

6. Revision: The purpose of this revision is to:

• render the bulletin applicable to automatic weighing devices; and
• make minor changes to the text.
