Joint Working Group on the Natural Gas Sector Sampling Plans, and Measurement Uncertainty

The Sampling Plans Review Project was commissioned through the Measurement Canada (MC) - Natural Gas Industry Issue Resolution Process in the spring of 2004. In October 2004, MC tabled the original version of the S-S-04 sampling plan for consideration by the Natural Gas Sector Statistical Sampling Joint Workgroup (JWG). Although the focus of the JWG was to address the application of statistical sampling and measurement uncertainty to diaphragm gas meters, input was received from the electricity industry on the sampling requirements in general. Both the Canadian Gas Association (CGA) and the Canadian Electric Association (CEA) were involved in this review. Numerous meetings and discussions have been held since that time, and the JWG reached unanimous consensus on a proposed new acceptance-sampling plan. Deliverables included the development and publication of various specification documents, implementation guide, implementation policy schedule, and model procedures.
