Measurement Canada (MC) is launching a consultation on the proposed revision or revocation of Bulletin E-04, which will be of primary interest to sellers of electricity who make use of pulse devices (electronic demand recorders and totalizers) identified in Bulletin E-04. The consultation period starts on , and ends on .
Bulletin E-04 was established in 1992 as a temporary means to allow for the modification of metrological parameters in ancillary devices such as pulse recorders and totalizers used in the measurement of electricity. Temporary permission was granted allowing such devices to be placed into service with verification marks which do not restrict access to metrological adjustments.
In November 2011, MC established specifications pertaining to the approval of software controlled electricity and gas metering devices (S-EG-05), and specifications relating to event loggers for electricity and gas devices (S-EG-06). The application and implementation of these specifications is outlined in section 5 of Bulletin GEN-40.
It was considered that the establishment of these specifications and the issuance of the policy bulletin satisfied section 2 of E-04 and, as such, it was anticipated that Bulletin E-04 would be either revised or revoked. Revocation of E-04 appears to conflict with the grandfathering provisions of paragraph c) (iii) of section 5.0 of GEN-40; however, depending on the impact of the revocation, it may be appropriate. If E-04 is not revoked, it will be revised such that the temporary permission would only be applicable to devices which comply with the criteria set forth in paragraph c) (iii) of section 5.0 of GEN-40.
The purpose of the consultation is to ascertain the impact of the revocation of this temporary permission on stakeholders. In particular, MC would like to determine the prevalence of such devices, and whether the devices currently approved and used have provisions for physical sealing. Provisions for sealing would be required should the associated pattern be submitted to MC for a revision or modification to its existing approval (in accordance with the provisions of Bulletin GEN-06).
