Results of the consultation on changes to Measurement Canada’s service standards

Background

Between February 20 and March 19, 2020, we consulted with stakeholders to obtain their feedback on proposed changes to service standards for services for which a fee is charged. These services include:

  • evaluations and approvals of scales, gas pumps, electricity and natural gas meters, and other types of measuring devices;
  • inspections of these measuring devices when they are first installed for use in trade measurement transactions;
  • calibrations and certifications of physical measurement standards used to inspect devices; and
  • audits of electricity and natural gas authorized service providers.

Service standards for these services have been in effect for more than 20 years. A review was undertaken in 2019 to ensure they reflected the time and resources required to deliver the services. As a result of the review, it was proposed that service standards be aligned with the device type. This approach allows service standards that more accurately reflect the work involved in the delivery of the service.

The proposed new service standards are also aligned with the requirements of the Service Fees Act (the Act). The Act requires government authorities who charge fees for services to have service standards for these services. It also requires government authorities to remit a portion of fees to clients when they don't meet service standards in the previous fiscal year.

Consultation results

As a result of stakeholder feedback received during the consultation period, we will take the following actions:

  • Improve communications with the Canadian natural gas industry regarding our services.
  • Add information on increases to service fees resulting from the application of the Consumer Price Index, as required by the Act.
  • Change the manner in which we provide information on service standards to make our processes easier to understand.
  • Add information to respond to questions regarding the new service standards and the remission policy prior to the policy coming into effect April 1, 2021.
