The attached document is an interim sharing arrangement for the bands, 901–902 MHz, 930–931 MHz and 940–941MHz, as agreed between representatives of Industry Canada and the Federal Communications Commission (FCC) during the Radio Techincal Liason Committee (RTLC) meeting held September 22, 1994. This interim sharing arrangement will apply until modified and agreed at a subsequent RTLC meeting.

Interim Sharing Arrangement for the Band 901–902 MHz, 930–931 MHz, and 940–941 MHz

Considering that the FCC has allocated and has begun licensing spectrum at 901–902 MHz, and 940–941 MHz for narrowband PCS and advanced paging operations in the United States and Industry Canada has indicated that Canada has requirements for similar uses of this spectrum, the following Arrangement will apply to the use of these frequencies:

  1. The frequency bands will be channelized as shown in Appendix A to provide for fourteen channels of 50 kHz paired with 50 kHz; sixteen channels of 50 kHz paired with 12.5 kHz; ten channels of 50 kHz unpaired; and eight channels of 12.5 kHz unpaired; for a total of 48 channels.
  2. Except as provided for in paragraphs (3) and (4) below, each Administration shall have primary use of 24 channels, as specified in Appendix B, within Lines A and BFootnote 1.
  3. In the Toronto/Buffalo region, defined as the area within Lines A and B and between 81 and 71 degrees West longitude, Canada shall have primary use of 29 channels, and the United States shall have primary use of 19 channels, as specified in Appendix C.
  4. In the Detroit/Windsor region, defined as the area within Lines A and B and between 85 and 81 degrees West longitude, United States shall have primary use of 35 channels, and Canada shall have primary use of 13 channels, as specified in Appendix D.
  5. Each Administration shall have use of all 48 channels beyond Lines A and B.
  6. Stations transmitting in the 901–902 MHz band all mobile stations in the 930–931 MHz and 940–941 MHz bands are limited to 7 watts e.r.p.
  7. Base stations operating in the 930–931 MHz and 940–941 MHz bands are limited to 3500 watts e.r.p. and are unlimited in antenna height; however, where each country has primary use of some common channels, in the event there is any interference situation both the FCC and Industry Canada will take technical and operational measures as appropriate to permit operations on these common channels.
  8. In developing a final arrangement for the sharing of these frequencies, the RTLC will investigate the possibility of special provisions to permit the greater use of all channels by both countries.

This chart shows the general Canada-United States narrowband PCS bandplan within approximately 120 km of the Canada/U.S. border (with the exception of the Toronto/Buffalo and Detroit/Windsor regions).

The channels and frequency bands allotted to Canada are: seven channels of 50 kHz in the range 940.35-940.7 MHz paired with 50 kHz channels in the range 901.35-901.7 MHz; four channels of 50 kHz in the range 930.2-930.4 MHz paired with 12.5 kHz channels in the range 901.7-901.75 MHz; four channels of 50 kHz in the range 930.8-931 MHz paired with 12.5 kHz channels in the range 901.85-901.9 MHz; five unpaired channels of 50 kHz in the range 930-930.2 MHz and 940.7-940.75 MHz; and four unpaired channels of 12.5 kHz in the range 901.95-902 MHz.

The channels and frequency bands allotted to the United States are: seven channels of 50 kHz in the range 940-940.35 MHz paired with 50 kHz channels in the range 901-901.35 MHz; eight channels of 50 kHz in the range 930.4-930.8 MHz paired with 12.5 kHz channels in the range 901.75-901.85 MHz; five unpaired channels of 50 kHz in the range 940.75-941 MHz; and four unpaired channels of 12.5 kHz in the range 901.9-901.95 MHz.

In the United States, the following bands are noted as follows:

Nationwide – 930-930.55 MHz, 901-901.25 MHz, 901.75-901.7875 MHz, 940-940.25 MHz and 940-75-940.9 MHz;

Regional – 930.55-930.75 MHz, 901.25-901.35 MHz, 901.7875-901.8375 MHz and 940.25-940.25 MHz;

MTA – 930.75-930.9 MHz, 901.35-901.45 MHz, 901.85-901.875 MHz, 901.9-901.95 MHz, 940.35-940.45 MHz and 940.9-941 MHz; and

BTA – 930.9-931 MHz, 901.875-901.9 MHz and 901.95-902 MHz.
