We have received your correspondence dated November 10, 1995 along with the attached Special Coordination Procedure for the Use of Frequencies 929.6625 MHz and 929.7125 MHz for Paging Operations in Canada within 120 km of the Canada/United States Border.  The Special Coordination Procedures">SCP required International Bureau signature.  At this time, it appears that all of the documentation is in order and the proposal merits approval.

Accordingly, I have attached your copy of the jointly signed Special Coordination Procedure for the Use of Frequencies 929.6625 MHz and 929.7125 MHz for Paging Operations in Canada.  Thank you for your cooperation in this matter.

Special Coordination Procedure for the Use of Frequencies 929.6625 MHz and 929.7125 MHz for Paging Operations in Canada within 120 km of the Canada/United States Border

Recognizing that the priority use of frequencies 929.6625 MHz and 929.7125 MHz for paging operations, pursuant to the Interim Coordination Considerations for the Band 929–932 MHz between the Federal Communications Commission and Industry Canada, remains with the United States;

Considering that PageMart Canada Limited in Canada and PageMart II, Inc. in the United States have been granted authority to use these frequencies on a nationwide basis in their respective countries; and

Considering that both agencies have agreed in principle to the arrangement between PageMart II, Inc. and PageMart Canada Limited as outlined in their letter dated July 21, 1994 to Industry Canada;

It is agreed that:

Industry Canada may authorize the use of 929.6625 MHz and 929.7125 MHz within the 120 km (75 miles) of the Canada/U.S. border (hereinafter "the coordination zone"), to the Canadian licensee that has nationwide authority for use of those frequencies, provided that the following conditions are placed on such authorizations:

  • stations established under this special procedure will respect the technical criteria as outlined in the Interim Coordination Considerations for the Band 929–932 MHz;
  • agreement will be reached between the Canadian and U.S. licensees for each proposed Canadian station within the coordination zone before it is placed in operation;
  • the U.S. licensee has priority use of the subject frequencies within the coordination zone and the use of these frequencies by the Canadian licensee within the coordination zone must not adversely affect any U.S. operations;
  • no service may be offered by the Canadian licensee within the U.S.; and
  • in the event of any harmful interference from Canadian operations within the coordination zone to U.S. operations on these frequencies, the Canadian licensee would take immediate action to resolve the situation.

This Special Coordination Procedure for the use of frequencies 929.6625 MHz and 929.7125 MHz is accepted as an understanding between the Federal Communications Commission and Industry Canada and will become effective on the date of signature by representatives of both agencies.

PageMart Canada Limited has entered into an agreement with PageMart II, Inc. of the United States, to provide North American wide paging service on the frequencies 929.6625 MHz and 929.7125 MHz within the 120 km (75 miles) of the Canada/U.S. border.

On behalf of Industry Canada I am forwarding for your consideration a special coordination procedure which we believe will satisfy both countries' paging operations on the frequencies 929.6625 MHz and 929.7125 MHz. Also attached is evidence of an established Frequency Sharing Agreement between PageMart Canada Limited and PageMart II, Inc.

Please confirm your acceptance of the attached procedure as an understanding between our two agencies by returning to me one signed copy.
