Regulatory Impact Analysis Statement
(This statement is not part of the Regulation.)
Department or Agency: Department of Industry
Title of Proposal: Radiocommunication Regulations
Statutory Authority: Radiocommunication Act, section 6
Federal Regulatory Plan No.: Not applicable
Submitted for consideration for:
Exemption from prepublication and final approval
The Radiocommunication Regulations were published in the Canada Gazette, Part II, on November 27, 1996, following much consultation with the radiocommunication industry and other stakeholders including radio operators, the amateur radio community, broadcasting undertakings, and the federal, provincial and municipal governments. A few omissions and inconsistencies, however, have recently been noted and the Department is making minor modifications to the content of the Regulations to correct these errors.
The Department is repealing the Private Receiving Antennae Construction Order which is a spent regulation. The Department is making a minor editorial change to the French draft of Schedule II by adding the word "radio" to items 2 and 3 of column I. It is also removing items 7 and 8 of the Schedule seeing these items are dealt with via section 35 of the Regulations and it is making non-substantive clarifications to the information found in column II at items 3 to 6 and 9 to 14. Finally, a minor non-substantive modification is being made to the title that precedes section 72 found at Part VIII of the regulations respecting radio licence fees.
The Department has a history of good relations with its clients. Major industry associations, user groups, government-industry technical groups and others are generally considered to be well served by headquarters and the department's network of regional and district offices.
It is expected that these changes will have little or no impact on Canadians. The Miscellaneous Amendments Regulations were developed to streamline the regulatory process as well as to reduce costs.
