Notice DGTP-008-97 – Petition to the Governor in Council

Notice is hereby given that a petition has been received by the Governor in Council, under section 12 of the Telecommunications Act, in regard to a decision issued on June 11, 1997, by the Canadian Radio-television and Telecommunications Commission (CRTC), Telecom Order CRTC 97-803, Bell Canada – Restructuring of Rates for Business Local Exchange – Services TelecomLink.

CRTC Telecom order 97-803 grants Bell Canada's tariff application 5665B to blend its different rates for business individual lines and Private Branch Exchange (PBX) trunk lines into a single rate of $45.45 per month called the "Telecomlink Service" rate, effective July 1, 1997.

The petition from the Canadian Federation of Independent Business (CFIB) states: "CFIB respectfully requests Cabinet to vary CRTC order 97-803 to restrict Phase 1 rate increases to include only services which were priced below marginal costs. Any other rates to be restored retroactively at or below their Phase 1 levels. CFIB also asks that Cabinet overturn the element of CRTC order 97-803 with respect to Phase 2 rate changes."

This petition and any petition or submission made in response to it may be inspected by the public during normal business hours at the Industry Canada library, 365 Laurier Avenue W., Ottawa, and the regional offices of Industry Canada in Halifax, Montréal, Toronto, Edmonton and Vancouver.
