Notice No. DGTP-007-1998, Application to the Minister of Industry

Notice is hereby given that an application filed by Le Groupe QuébecTel Inc. entitled "Autorisation de prolonger le réseau de l'entreprise à l'extérieur de son territoire de desserte", dated February 18, 1998, has been received by the Minister of Industry under section 16 (2)d) (Canadian Ownership and Control) of the Telecommunications Act.

The application seeks the Minister's authorization to allow Le Groupe QuébecTel Inc. to extend its fibre-optic network outside its operating territory, authorized as of July 22, 1987, in order to allow the Company to operate a fibre-optic infrastructure from Joly, on the South Shore of the St. Lawrence River, and from Saint-Georges, in the Beauce Region (crossing the Eastern Townships area), and terminating in Montreal. This extension would enable the Company to originate and terminate its customers' and subsidiaries' traffic as well as tandem traffic in both directions, including non- switched toll traffic between its current operating territory and Drummondville, Sherbrooke, St-Hyacinthe, Trois-Rivières, Québec City and Montreal.

In its application, Le Groupe QuébecTel Inc. states that the present request is not intended to allow the Company, or one of its subsidiaries, to provide long distance toll service or basic local telephone service on the territory targeted by the present extension, nor to expand its right granted on April 8, 1997, to apply for a broadcasting distribution undertaking license.

The Minister of Industry seeks the comments of interested parties, within 30 days following the publication of this Notice, on the implications of approving this application for Canada's policy on ownership and control of Canadian telecommunications carriers or any other relevant matter.

This application and any application or submission made in response to it may be inspected by the public during normal business hours at the Industry Canada library, 235 Queen Street, Ottawa, and the regional offices of Industry Canada in Moncton, Montréal, Toronto, Winnipeg and Vancouver.
