Notice No. PNWT-001-98  — Telus Mobility Radio Application

This Notice invites comments on a proposal received by Industry Canada Prairie and Northwest Territories Region from Telus Mobility Inc. to establish a wide area trunked dispatch radio system. Telus Mobility Inc. proposes to utilize a portion of the spectrum currently used by the Telus Communications Inc. "Aurora" Automatic Mobile Telephone Service. Industry Canada invites interested parties to comment on any aspect of this proposal.

Background

Telus Communications Inc. (formerly AGT Limited) has been providing Automatic Mobile Telephone Service with its "Aurora" system to the province of Alberta since the early 1980s.

At its inception, the system utilized the paired bands 409–410 MHz and 420–421 MHz which at the time were designated for medium capacity mobile telephone service. To accommodate the heavy demand on the system, additional channels were authorized from the paired bands 412.0–412.5 MHz and 423.0–423.5 MHz, and from the paired bands 408–409 MHz and 419–420 MHz, respectively. Also, three channels in the bands 421 MHz and 410 MHz were authorized. In its final configuration, this represented the equivalent of 5 MHz of spectrum.

In Spectrum Utilization Policy 450 (SP-450) Spectrum Utilization Policy for the Frequency Bands 450–451 MHz and 455–456 MHz and also parts of the 150 MHz Band Used in Support of Broadcasting Operations and the Frequency Bands 409–410 MHz and 420–421 MHz Used by the Mobile Radio Service (May 1986), the Department re-allocated the 409–410 MHz and the 420–421 MHz bands for use by dispatch mobile radio services in addition to the currently designated use for mobile radiotelephone services. This policy included provisions for continuance and expansion of any existing radiotelephone systems within the operating territory of the particular licensee.

Telus Mobility Inc. proposes to implement a new system to provide a wide area trunked dispatch system serving most of the province of Alberta. This proposal includes utilizing a portion of the same frequencies and infrastructure currently used by Telus Communications Inc. "Aurora" Automatic Mobile Telephone Service. The proposal includes returning to Industry Canada for alternative use, a portion of the spectrum currently utilized by Aurora (the band 408–409 MHz paired with the band 419–420 MHz and three channels in the bands 421.0 MHz and 410.0 MHz). However, for a transition period of 3 years, the use of the existing 5 MHz of spectrum will be required.

Invitation to Comment

Industry Canada invites interested parties to comment on the intended reuse of spectrum in this proposal. Submissions should be addressed to the District Director, Spectrum Management and Telecommunications, Prairie and Northwest Territories Region, Industry Canada, Suite 725, 9700 Jasper Avenue, Edmonton, Alberta T5J 4C3. All representations must be received on or before to receive full consideration and should cite the Canada Gazette Part I Notice publication date, title, and the Notice reference number. All submissions received in response to this Notice will be made available, about two weeks after the closing date of this Notice, for viewing by the public during normal business hours at the Industry Canada Library, 235 Queen Street, West Tower, 3rd Floor, Ottawa, Ontario, at the regional offices of Industry Canada in Moncton, Montreal, Toronto, Winnipeg and Vancouver, and at the district offices of Industry Canada in Edmonton and Calgary for a period of one year from the close of comments.
