Proposed Amendment To The Policy Framework For The Provision Of Mobile Satellite Services

Dear Sir:

Stratos Wireless, Inc. ("Stratos") is the Canadian Signatory to Inmarsat and the leading Canadian provider of mobile satellite services. Stratos has reviewed the proposed revisions to the Canadian Mobile Satellite Policy Framework ("the Framework").

Stratos supports the removal of Canadian ownership and control requirements for entities operating earth stations communicating with foreign or domestic satellites. The proposed changes to the Framework are necessary to fully implement Canada's commitments in the World Trade Organization ("WTO") agreement on basic telecommunications services. The changes will benefit Canadian consumers by bringing increased competition to the Canadian market for mobile satellite services. The changes will also benefit Canadian service providers - by encouraging our trading partners, in particular the United States, also to fully implement their WTO market-opening commitments and to offer full market access to Canadian service providers.
