Re: Proposed Amendments to the Policy Framework for tho Provision of Mobile Satellite Services

Dear Mr. Helm:

Teleglobe Canada Inc. ("the Corporation") has reviewed the proposed amendments to the Policy Framework for the Provision of Mobile Satellite Services published on October 10, 1998 in the Canada Gazette, Part 1, Notice No. DGTP-014-98 (the policy proposed amendments").

The Corporation would hereby like to confirm that it concurs with these policy proposed amendments.

Under separate cover, the Corporation has also supported the proposed Regulations Amending the Radiocommunications Regulations published on October 10, 1998 in the Canada Gazette, Part I (a copy of the Corporation's comments in such instance is attached hereto).

In the Corporation's opinion, the amendments to the Radiocommunications Regulations require that the policy proposed amendments be adopted (see for rationale paragraph 3 of the Corporation's comments regarding the proposed amendments to the Radiocommunications Regulations).
