STEM~Net is the designated Learning Authority for Newfoundland and Labrador and, in this role, has considered the needs of the learning community with respect to vendors who have submitted bids for the MultiPoint Communications Spectrum Licensing process in this province.
The main concern for the learning community in Newfoundland and Labrador is the equity of access for learners and learning institutions in all parts of the province. This includes service to geographically isolated communities across the province, both on the island of Newfoundland and in Labrador, as well as service to urban areas. This issue includes the need for higher speed access to the Internet, especially in rural areas. Secondary issues include assistance with managing the high costs associated with information and communications technology and training educators, learners and administrators. This technology is not well-suited to providing access in rural areas, however learning plans were evaluated as to what extent they addressed this issue, and in terms of what other benefits would be provided to the learning community in the province.
On this basis, and through discussions with various members of the learning community in Newfoundland and Labrador, I have concluded that the proposal by Inukshuk Internet Inc. has best attempted to meet the needs identified here. Inukshuk's commitment to connectedness and continuity directly address the identified learning needs in this province and the content theme may also be of use to some members of the learning community. In particular, the Inukshuk proposal provides a minimum yearly contribution of $50,160 per year through the additional funding mechanism. While the actual roll-out in this province will be geographically limited around the urban St. John's area, this additional funding can address the critical need for access to be improved in more rural areas. The attention and interest shown by the partners of Inukshuk in working with the learning community in this province has been appreciated. While there are many learning needs, particularly in rural areas, that cannot be addressed by this proposal, we look forward to the opportunity to participate with Inukshuk in the implementation of a learning plan that will provide the greatest possible benefit from the use of the MCS spectrum for learning needs in this province.
In closing, I would like to take this opportunity, on behalf of the learning community in this province, to thank you for the opportunity to participate in this process. I am confident that this process has been a very positive step in involving learning communities in the licensing process and look forward to the benefits that this will bring in the future.
