2001-02-01, 14:15 The auction is closed.

2001-02-01, 12:45 round 52 No new bids were received during round 51. The auction will close unless a pro-active waiver is submitted. A bidder must call the number contained in their bidder information document before 2:00 PM to submit a pro-active waiver. If a pro-active waiver is received by that time, bidding will recommence at 3:00 PM 2001-02-01.

2001-02-01, 10:15 round 50 In order for the Bid Tracking Software to import round 48 properly, users must download a new set of 'dbf' files available on the public web site. Users should note however, that once this new round 48 data has been imported, the summary sheet will incorrectly suggest that one new bid was received when in fact, no new bids were received in round 48. This discrepancy will be corrected in future versions of this software.

2001-01-31, 17:00 round 49 A pro-active waiver has been submitted by Rogers Wireless Inc. The auction will continue in Round 49 at 9:00 AM 2001-02-01. The department is changing the bid increment beginning with Round 50 at 10:30 AM 2001-02-01. The new percentage bid increment will be 5 percent. Please note that the Auction Management System will be unavailable from 9:00 PM until approximately 11:00 PM on Wednesday, January 31.

2001-01-31, 15:45 round 49 No new bids were received during round 48. The auction will close unless a pro-active waiver is submitted. A bidder must call the number contained in their bidder information document before 5:00 PM to submit a pro-active waiver. If a pro-active waiver is received by that time, bidding will recommence according to our current schedule at 9:00 AM 2001-02-01.

2001-01-29, 10:00 round 33 No new message.

2001-01-26, 15:50 round 31 Please note that the Auction Management System will be unavailable from 6:00 PM Friday, January 26 until Saturday, January 27 at 11:00 AM.

In addition, note that we will move to six -- 30 minute bidding rounds with one hour between rounds starting at 9:00 AM on Monday, January 29.

2001-01-25, 18:30 round 28 The auction will move to stage 3 beginning with round 30 on 2001-01-26, 1:00 PM. The percentage bid increment will be 10 percent and the absolute increment will be $10,000/point. The activity rule will be 100 percent. In a round, bidders must be active on licences covering 100 percent of their total eligibility points in order to maintain that level of eligibility points in the following round.

2001-01-25, 17:00 round 28 After taking all bidders' comments into consideration, the Department has posted the finalized bidding schedule for next week. It is now available at: http://agora.ic.gc.ca/pcs_auction/navpage_1.cfm

2001-01-25, 11:00 round 25 The Department has received a proposed amendment to our draft bidding schedule for next week. The proposal requests 30 minute bidding rounds with one hour between rounds rather than the proposed 45 minute rounds with 45 minutes between rounds. Bidders are asked to submit their comments to this proposed change to next week's schedule to the email address provided in their qualified bidder package.

2001-01-24, 13:10 round 22 The number of rounds per day will rise to 6 beginning with round 32, 2001-01-29. Each bidder will be given 3 additional waivers. The draft bidding schedule for next week is now available at http://agora.ic.gc.ca The finalized schedule will be posted on 2001-01-25.

2001-01-23, 8:30 round 16 The auction will move to stage 2 beginning with round 18 on 2001-01-23, 1:00 PM. The percentage bid increment will be 15 percent and the absolute increment will be $10,000/point. The activity rule will be 85 percent. In a round, bidders must be active on licences covering 85 percent of their total eligibility points in order to maintain that level of eligibility points in the following round.

2001-01-17, 16:45 round 5 Please be advised that we will be moving to three rounds of bidding per day starting with Round 6 on Thursday, January 18 and ending with Round 11 on Friday, January 19. One hour rounds will be held at 10:00 AM ET, 12:00 PM ET and 2:00 PM ET respectively.

2001-01-17, 12:00 round 5 The department is considering changes to the bidding schedule for Thursday, January 18 and Friday, January 19 with one hour rounds commencing at 10:00 AM ET, 12:00 PM ET and 2:00 PM ET.

2001-01-15, 09:00 round 1 Welcome to the Auction of Additional PCS Spectrum in the 2 GHz Frequency Range. Bidding will begin on Monday, January 15, 2001 at 10:00 AM ET.

This announcement contains important information which qualified bidders should review in preparation for the Auction of Additional PCS Spectrum in the 2 GHz range.

Bidders should review the following documents:

1) The Bidder Information Document for the Auction of PCS Spectrum at 2 GHz; reissued January 12, 2001; 2) Policy and Licensing Procedures for the Auction of Additional PCS Spectrum in the 2 GHz Frequency Range, June 28, 2000; and 3) Amendments and Supplements and Clarification Questions to the Policy and Licensing Procedures for the Auction of Additional Spectrum in the 2GHz Frequency Range, October 17, 2000.

These documents are available on the Department's Web site at http://www.ic.gc.ca/spectrum

We strongly encourage all bidders to read new auction announcements before bidding in each round. These announcements may contain information regarding a change in the activity rules, bidding schedule, and bid increments. Access to these announcements is available over the internet using the Auction Management System (AMS) software and through the Department's Web site.

It will be each bidder's responsibility to ensure that the spectrum on which they bid, in combination with any existing holdings, does not exceed the spectrum cap. The software will not prevent bidders from exceeding the spectrum aggregation limit. There will be no warning if a bidder submits a bid that would violate the spectrum cap. Further, unlike in the mock auction, messages indicating that the spectrum aggregation limit has been exceeded in a round will not be posted. However, the penalties will be assessed and the bidder will be responsible for paying these penalties at the close of the auction. Therefore, bidders are strongly advised to ensure that they closely respect this limit. If a bidder realizes prior to the close of the round that it has exceeded its spectrum aggregation limit, the bidder may re-enter its bids, provided sufficient time remains in that round.

Prior to the start of the auction, bidders should have in place a back-up bidding strategy. Bidders have the option to have multiple personal computers active but are reminded that it is the last bids entered in a round, from any of the designated bidders, that will be accepted.

A limited, back-up emergency facility is available to all qualified bidders to answer technical questions or submit bids on behalf of the bidder. However, while the Department will make the best effort to submit bids on behalf of bidders using this emergency back-up system, the Department assumes no responsibility if such bids are not submitted before the close of the bidding round.

Round results for the auction of additional PCS spectrum at 2GHz can be analyzed by the Bid Tracking System via the Department's Web site at http://www.ic.gc.ca/spectrum. The accuracy of the system is not guaranteed and assistance with software installation can be directed to the back-up telephonic bidding phone number. Bidders are encouraged to review the Bid Tracking System User's Manual (PDF Format) as well as the Helpful Hints for Using the Bid Tracking System (also available at our Web site).
