Dear Mr. Lewis:

I am pleased to advise you that the Honourable Maxime Bernier, Minister of Industry has selected Ciel Satellite Limited Partnership (Ciel) as a successful applicant, pursuant to Industry Canada's Call for Applications to License Satellite Orbital Positions, for the development and operation of several satellites. A copy of the announcement indicating the results is enclosed.

I understand that my staff are making arrangements with Ciel for a meeting in the coming days to debrief Ciel on its applications, to finalize the conditions related to each licence being awarded, and to address the next steps in this licensing process.

In accordance with the Call for Applications, Ciel must submit information demonstrating compliance with Canadian ownership and control requirements within 60 days of being notified. Accordingly, this letter serves as notification that Ciel must provide the Department with the information listed in the Attachment within 60 days. The Department will then review and assess, in an expeditious manner, the documentation to identify any missing information and issues related to compliance.

Please accept my warmest congratulations. I look forward to the implementation of your service offerings in the coming years and the contributions your satellite will make toward connecting Canadians.
