Spectrum Utilization Policy and Consultation on a Framework to Auction Spectrum in the Bands 849-851 MHz and 894-896 MHz for Air-Ground Services
This notice announces the publication of the results of the consultation process initiated through Canada Gazette Notice DGTP-011-06, Consultation on Air-to-Ground Services in the Bands 849-851 MHz and 894-896 MHz and changes to Industry Canada's policy on the use of air-ground spectrum in these bands.
Since the 1990s, the bands 849-851 MHz and 894-896 MHz have been used to provide Air-Ground Public Telephone Services such as two-way voice, fax and data on board aircraft. Comments received support the proposed modification to the policy on the use of this spectrum to facilitate the provision of new enhanced Air-Ground Services such as broadband Internet access, similar to recent U.S. practice.
This notice also announces a further consultation that proposes an auction licensing process for Air-Ground Services in the bands 849-851 MHz and 894-896 MHz, and consultation on issues such as technical and operational considerations, as well as licence conditions.
Respondents are requested to provide their comments in electronic format (XHTML, WordPerfect, Microsoft Word or Adobe PDF) to the following e-mail address: email@example.com, along with a note specifying the software, version number and operating system used.
Written submissions should be addressed to the Director, Spectrum Management Operations, Industry Canada, 300 Slater Street, Ottawa, Ontario, K1A 0C8.
All submissions should cite Canada Gazette, Part I, the publication date, the title and notice reference number DGRB-004-08. Parties should submit their comments no later than January 14, 2009, to ensure consideration. Soon after the close of the comment period, all comments received will be posted on Industry Canada's Spectrum Management and Telecommunications website at http://www.ic.gc.ca/spectrum.
