Fixed Wireless Access (FWA) — Areas Available for Licensing on a First-Come, First-Served Basis

The table below is the list of areas where Fixed Wireless Access (FWA) spectrum is available on a first-come, first-served basis (FCFS)Footnote 1. Licences will be issued for a one-year term, defined on a grid-cell basis and authorized only for the amount of spectrum required to operate.

All successful applicants must conform to the eligibility criteria as set out in subsection 9(1) of the Radiocommunication Regulations. Furthermore, licence conditions will apply to any licence issued using the FCFS process. These licence conditions are outlined in Decisions Regarding Policy Changes in the 3500 MHz Band (3475–3650 MHz) and a New Licensing Process.

Interested parties must submit an application to the Department. The application must include the name and the address of the applicant; and the services that the applicant intends to provide, including the amount of spectrum required to operate and a coverage map outlining the grid cells required for the implementation of these services. Where more than one application is received for the grid-cell area, the time and date of the request will be used to identify the first-in party.

Applications should be submitted by email to the Industry Canada Regional or District Office, according to the location of the applicant or the service area sought. Contact information can be found in RIC-66 — Addresses and Telephone Numbers of Regional and District Offices.

A new list will be published periodically as additional areas become available. After each publication, the Department will accept applications for these areas. Interested parties are encouraged to sign up for the Department’s RSS feed in order to stay informed regarding this process as well as other spectrum-related announcements.
