Protecting the Southern Resident Killer Whale: Reducing Underwater Noise from Escort Tugs

Problem Statement

The Government of Canada is committed to advancing efforts to protect endangered whale species in Canada. Acoustic disturbances (underwater noise) is a key threat to at-risk whale populations, especially the Southern Resident Killer Whale.

Underwater noise levels in the critical habitat of the Southern Resident Killer Whale, as in other parts of the world's oceans, have been increasing. This increase is due, in part, to the underwater radiated noise (URN) generated by vessels transiting to and from ports in the Salish Sea — the number of which is expected to continue to increase in the coming years.

Some commercial vessels also require escort from tugs when transiting areas within the Salish Sea, to ensure their safe passage. However, given their unique design and operating requirements, these escort tugs can also generate significant underwater noise.

Potential designs and technologies to mitigate the underwater noise generated by escort tugs are not well understood. Reducing the URN emissions from a vessel, such as a tug, requires a thorough understanding of the various sources of noise on the vessel as well the commensurately various design and technological measures that may be implemented to address them; all of which are influenced by the size and operational profile of the specific vessel being considered. Additionally, the interactions and cost/benefit trade-offs of the combination of measures implemented must be equally well understood. While there is a certain amount of experience in the application of URN reduction measures to special types of vessels, such as naval or research vessels, there are knowledge gaps with respect to the reduction of URN from various commercial vessel types and operational profiles, including escort tugs.

As such, Transport Canada's Innovation Centre is issuing a challenge to Canadian industry to develop innovative solutions to reduce underwater-radiated noise from tugs that escort large commercial vessels through the critical habitat of the Southern Resident Killer Whale in the Salish Sea.

Desired outcomes and Considerations

Essential (mandatory) Outcomes

The proposed solution must:

  1. present a design concept for a URN mitigation solution, applicable to a Salish Sea escort tug. It must comprise the development of an optimal combination of various existing URN measures, relevant to the size and operational profile of this type of vessel, or the development of a new technology that may be applied to one or more noise sources onboard the vessel and which could be combined with other measures for overall URN reduction.
  2. not impair normal vessel operations, functionality, or the safety of the ship or its crew;
  3. not result in increased air pollutants, emissions or other undesirable impacts on the environment;
  4. be reliable (be effective in a diverse variety of operating environments, weather conditions, sea states);
  5. clearly outline the aspects or elements of the technology that are different from existing technologies, if it comprises the development of a new technology for URN reduction;
  6. include an estimate of the vessel URN reduction achieved by the solution in comparison to similar vessels as well as established noise level thresholds (such as the quiet vessel notations offered by some classification societies), with supporting information (such as modelling results, if available).

Additional Outcomes

The proposed solution should:

  1. be effective at reducing vessel URN when applied to or retrofitted on existing vessels.

Additional Consideration for Selection of Winners

The following considerations will not be assessed during the technical evaluation of proposals. However, for proposals that pass the technical evaluation process, Transport Canada will weigh the following elements when considering which proposals will be recommended for a Phase 1 grant.

  • demonstrable fuel savings;
  • demonstrable emission reductions and;
  • potential for adaptation to other vessel types.

Background and Context

Canada is home to several endangered and vulnerable marine species that are greatly impacted by underwater noise generated by marine vessels. The International Maritime Organization (IMO) recognizes that underwater noise has important short and long-term negative impacts on marine life — particularly at-risk marine mammals, including Southern Resident Killer Whales. Acoustic disturbance is a key threat to these populations, as underwater noise inhibits their ability to find prey, induces stress and interferes with their biological processes.

The long-term recovery of these species will require new innovations and fundamental changes to vessel design and operational practices in order to achieve noise level reductions in the marine environment and promote the recovery of endangered species.

A summary of the current state of knowledge with respect to reduction of vessel URN may be found in a TC-funded report by Vard Marine Inc., "Ship Underwater Radiated Noise". This report describes a range of solutions, all of which vary in effectiveness and applicability depending on factors such as vessel type, operational profile and whether the solution is adopted in isolation or in combination with other measures. The measures described in the report include:

  • improvements in design of hull form/wake, including incorporation of wake modification devices such as boss cap fins or Mewis ducts;
  • selection and design of propeller/propulsor such as podded and/or azimuthing propulsors;
  • supplementary hull treatments such as air bubbler systems for masking noise emissions;
  • selection of main machinery and fuel type for example, typical internal combustion engine, diesel-electric, or hybrid electric;
  • supplementary machinery treatments, such as resilient mounts or acoustic enclosures; and
  • specific attention to managing noise/vibration pathways during construction and fabrication.

However, retrofitting, redesigning or building new vessels is costly and depending on the vessel size and operational profile, certain options may or may not be feasible for adoption. Also, extensive design effort is required to evaluate and compare the cost/benefits of the numerous options and their combination in a final design package. Prior to investing in a new technology or vessel design, it must be demonstrated that it is effective and it does not negatively impact long-term vessel efficiency, safety or environmental performance.

Multiple grants will be provided to companies that can develop design concepts for either a quiet escort tug design based on the optimal combination of existing technologies, or a new, innovative technology that may be added to the noise reduction options applicable to escort tug design.

Maximum grant value and travel

Multiple grants could result from this Challenge.

Funding of up to $150,000.00 CAD for up to 6 months could be available for any Phase 1 grant resulting from this Challenge.

Estimated number of Phase 1 grants to be awarded: 2

Funding of up to $1,000,000.00 CAD for up to 2 years could be available for any Phase 2 grant resulting from this Challenge. Only eligible businesses that received Phase 1 funding could be considered for Phase 2.

Estimated number of Phase 2 grants to be awarded: 1

Eligibility

Solution proposals can only be submitted by a small business that meets all of the following criteria:

  • for profit
  • incorporated in Canada (federally or provincially)
  • 499 or fewer full-time equivalent (FTE) employeesFootnote *
  • research and development activities that take place in Canada
  • 50% or more of its annual wages, salaries and fees are currently paid to employees and contractors who spend the majority of their time working in CanadaFootnote *
  • 50% or more of its FTE employees have Canada as their ordinary place of workFootnote *
  • 50% or more of its senior executives (Vice President and above) have Canada as their principal residenceFootnote *

Evaluation Criteria

The applicant must complete the Challenge Stream Electronic Submission Form with a degree of information sufficient to enable Canada's assessment of the proposal against the criteria and the Evaluation Schema. The information must demonstrate how the proposal meets the criterion.

Part 1: Mandatory Criteria

Proposals must meet all mandatory criteria identified by achieving a "Pass" in order to proceed to Part 2. Proposals that do not meet all mandatory criteria will be deemed non-responsive and given no further consideration.

Demonstrate how the proposed solution meets one or more of the ISC definitions of innovation below:

  • The Applicant has demonstrated that the proposed solution offers three or more minor improvements to existing technologies, including available competing solutions, that together are likely to create competitive advantages in existing market niches; OR
  • The Applicant has demonstrated that the proposed solution offers one significant improvement to existing technologies that is likely to create competitive advantages in existing market niches

20 points/Pass:

  • The Applicant has demonstrated that the proposed solution offers two or more significant improvements to existing technologies, including available competing solutions that are likely to create competitive advantages in existing market niches and could define new market spaces; OR

Part 2: Point-Rated Criteria

Proposals must meet the overall minimum pass mark of 50% to be deemed responsive. Proposals that do not achieve the minimum pass mark will be declared non-responsive and given no further consideration.
