The January 29, 2018 Release note: Planning for the implementation of Directive No. 1R4, Counselling in Insolvency Matters advised Licensed Insolvency Trustees (LIT) they would need to submit Bankruptcy and Insolvency Act (BIA) Insolvency Counsellor registration requests in accordance with a schedule established by the Office of the Superintendent of Bankruptcy (OSB). The scheduling of registration times will support LIT planning and the timely validation of registration requests.
Process:
Submit a registration request on or before an assigned registration date
Individual LITs will receive an email on or about , identifying a three-week block of registration time beginning on or after , which has been reserved for them to submit their BIA Insolvency Counsellor registration requests. LITs may also submit BIA Insolvency Counsellor registration requests earlier than their assigned time block.
LITs who do not receive an assigned registration period by , should email the OSB at ic.osbcounsellingbsf-bkhq.ic@canada.ca.
Reminder: LITs intending to perform BIA insolvency counselling directly with debtors themselves are not required to register.
Postponement
Requests to postpone BIA Insolvency Counsellor registrations are subject to availability and confirmation by the OSB. Postponement requests should be sent to the OSB within two weeks of an LIT receiving their assigned registration date and are required to be submitted to ic.osbcounsellingbsf-bkhq.ic@canada.ca. All requests must include a reason, the number of planned BIA Insolvency Counsellor registrations, and a preferred three-week block of registration time ending prior to .
Late registration requests
LITs failing to submit registration requests during their reserved time block are not assured of having the BIA Insolvency Counsellor registration validated prior to .
Validation times
The receipt of a registration request is acknowledged at the time of submission in the OSB License Administration Application (OLAA). The time required for the OSB to validate a BIA Insolvency Counsellor registration request will vary depending on the characteristics of the registrant and the accuracy and completeness of the request. LITs who have not been contacted regarding a registration request within 3 weeks may enquire about the status of their request by submitting a status enquiry within the OLAA.
