This paper seeks to identify some of the policy and research areas that will become more important for fully realizing the benefits of growing North American economic linkages by Canada. The policy and research issues discussed in the paper revolve around three topics: 1) The context of deepening North American linkages examining key economic trends and the Canadian interests driving increased linkages. 2) Trade and investment linkages reviewing the research issues related to regional agglomerations and the possibility of creating a customs union. 3) Looking at a common market, the paper discusses research and policy issues related to policy harmonization.
